Coronoavirus Update: Italian Response – IAM

Subject: Natural disasters – Coronavirus emergency – First extraordinary government measures – Legislative Decree 23.2.2020, n. 6 and D.P.C.M. 23.2.2020, on G.U. n. 45 of 23.2.2020.
The government has launched the first extraordinary measures to deal with the Coronavirus emergency in areas at risk of contagion. In particular, the decree-law establishes a range of measures that the municipalities concerned are required to adopt without prejudice to the possibility of adding further ones. Among the measures indicated are:
- ban on removal and access;
- suspension of working activities for companies excluding those that provide essential and public utility services and those that can be carried out at home;
- suspension or limitation of the performance of work activities without prejudice to the performance of agile work;
- restriction on access or suspension of goods and land, air, rail and maritime transport services;
- closure or limitation of the activity of public offices and commercial activities;
- application of the quarantine measure.
The measures must be adopted by decree of the President of the Council of Ministers without prejudice to cases of extreme necessity and urgency for which extraordinary interventions by other Authorities are envisaged. The first Prime Minister’s Decree issued to date, containing containment measures for the next 14 days, concerns some municipalities in Lombardy (Bertonico; Casalpusterlengo; Castelgerundo; Castiglione d’Adda; Codogno; Fombio; Maleo; San Fiorano; Somaglia; Terranova dei Passerini) and Veneto (Vò).
Finally, it should be noted that the decree-law punishes failure to comply with the Coronavirus containment measures by arresting up to three months or with a fine of up to 206 euros (art. 650 of the criminal code).
With regards to the Immigration Services (fingerprints appointment, registrations, etc) :
Due to recent developments and the spread of the COVID-19 virus (Coronavirus), the majority of the Public Offices (Questuras, Immigration Office, Tribunals, etc.) are currently closed to the public. Therefore, all the procedures in progress involving the Italian Public Administrations may be subject to changes and/or cancellations, even suddenly and without notice for safety reasons. The Public Authorities can be reached by phone.
All the appointments will be organized again, following communications based on the agenda of the authorities and the evolution of the situation. For the time being, most of the Immigration appointments during the week of February 24th till 28th are formerly cancelled.
